Short-Term Rental Meeting November 15, 2023
I would like to thank everyone who attended the OSNC General Meeting and to those who participated online. We had almost 50 people attending the meeting. I would like to thank Kathy White, manager of the Hollywood Beach Mobile Home Park for allowing us to use their community room on short notice. It was a great venue for the meeting.
I would also like to thank City Manager, Alex Nguyen for suggesting a meeting on the short-term rental ordinance and for participating Wednesday night. Below is a video of the meeting for those who were not able to attend in person.
History of short-term rentals in Oxnard Shores
For many years people would rent out their beach homes to visitors and friends even though it was not allowed by the city. Because advertising these rentals was not easy, it was not commonplace. However, with the advent of Airbnb and VRBO it became easy to rent out homes and create a business. Cities around the world found that their local population was dwindling and housing stock was being turned into short term rentals. Given the beautiful beach here at Oxnard Shores it quickly became obvious that this neighborhood was ripe for this type of business.

After three years of very bitter disputes, the city of Oxnard adopted a short-term rental ordinance which provided for the operation of short-term rentals in Oxnard shores as well as a way to maintain the character of the neighborhood. This ordinance was passed unanimously by the Planning Commission, Oxnard City Council and the California Coastal Commission. It was, and continues to be, one of the most successful efforts to control STRs.
​Key elements of the Ordinance:
​• Owners are required to sign an affidavit before getting a permit confirming that this is a “business operating in a residential community and is not a by-right use”
• The Colony and the mobile home parks are exempt from the ordinance.
• STR’s can comprise a total of 5% of the existing housing in the RB-1 Zone and 10% in the R-BF Zone.
• STR’s can only rent for a maximum of 100 days per year, with a minimum 3 day stay,
• STR’s may not be closer than 200’ from each other, except for those grandfathered in under the ordinance.
• There is a maximum of 2 guests per bedroom plus 2 for overnight stays, and six addition guests between 7:00AM and 10:00PM.
• Quiet time is between 10:00 PM and 7:00 AM
• A third party company will monitor STR’s in Oxnard Shores and will take complaints from the public.
