Groundwater Basin Adjudication

Many of you have expressed interest in the public notice mailings you received.  Here is some information from the City Manager.

Property owners in Oxnard and the neighboring communities are receiving in the mail the Notice of Commencement of Groundwater Basin Adjudication. If you are getting inquiries, please pass along the following:

1.    The lawsuit determines water rights in the region.

2.    The City is a party to that lawsuit, but the City did not initiate it. The City is not suing you.

3.    There is a state statute requiring the notice be mailed to every property owner located in the Oxnard and Pleasant Valley Groundwater Basin Area. That means every property owner in the City of Oxnard should receive notice. You have the legal right to participate in the lawsuit if you so wish.

4.    For property owners who do not independently extract water from the ground, through a well, their water provider may be participating in the lawsuit on their behalf. 

5.    The City of Oxnard is participating in the lawsuit on behalf of the City's water utility and users collectively. The City cannot represent individuals in this lawsuit or provide legal advice.
